As a Regular Member...
You are a publisher who derives at least 75 percent or more of your publication revenue from free-circulation papers, and all of whose free-circulation papers meet the following uniform requirements:
- Free Circulation.
- Published at State intervals with a minimum of 12 times a year.
- Continuity...as a title and general nature of content from issue to issue.
- Advertising...from numerous and unrelated advertisers in each issue.
- Code of Ethics/Ethical Business Practices...conforming to that enacted by the Mid-Atlantic Community Papers Association.
- Circulation/Distribution...separate and not part of any other publication.

As an Associate Member...
You are a business who can provide services and goods to the publishers of the Mid-Atlantic Community Papers Association.
You are a publisher who can provide services and goods to fellow publishers of the Mid-Atlantic Community Papers Association and derive at least 75 percent or more of your publication revenue from free-circulation papers, and all of whose free-circulation papers meet the requirements of a regular membership.
